Using the Web as a Resource

  1. With the current strides being made in information technology, the reliance on the world wide web (Internet) and internal network (Intranet) websites for obtaining information quickly is becoming an accepted and sometimes expected practice at the IRS. This Internal Revenue Manual (IRM) contains links to useful web sites to help managers quickly find guidelines and instructions they need to do their jobs. The home page to the IRS intranet is IRWeb. There are numerous web sites that comprise the IRS intranet. A good starting point is the IRWeb home page. From that page you can navigate to any of the other IRS intranet sites.
  2. This IRM is designed to be used electronically, through the IRM Online, http://rnet.web.irs.gov/IRMOnline/irm.htm , so that hyperlinks will automatically be created to the sites that are highlighted.

The Internal Revenue Service Intranet

  1. The IRS home page can be found at http://irweb.irs.gov. This intranet website should be your starting point for any type of research. At this site, commonly referred to as the “IRWeb,” there are links to many subjects needed to perform managerial duties.
  2. To find answers quickly, simply type in a key word in the ” Google Intranet Search” box or choose to click on any of the other links shown at this website.
  3. The web pages outlined below contain links to help with personnel and employee issues. Some of the web addresses appear more than once when they relate to the content of more than one subsection. This ensures that you have access to the information whenever it is discussed.

  1. EthicsLink, as its name suggests, chiefly functions as a ” jumpstation” to ethics and ethics-related resource material maintained by many government entities (including offices of the Service) which cooperate to administer a variety of programs concerning or impacting standards of conduct, financial disclosure, and ethics matters.   2. The Employee Resource Guide which can be found at http://erc.web.irs.gov/DOCS/2002/AWSS/PS/eprg0200/index.html contains information on the Servicewide Ethics Program. Information can also be found at http://erc.web.irs.gov under the EEO, Rights and Obligations tab.

Delegation Orders

  1. The Commissioner of Internal Revenue is authorized to carry out tax administration through the Secretary of the Treasury and tax law. In turn, he or she is authorized to redelegate the majority of these authorities to certain subordinates. These redelegations or Commissioner’s (or Servicewide) Delegations of Authority are published in the IRM 1.2. series. They can be found in the electronic numerical index at http://publish.no.irs.gov/pubsys/irm/numind.html under the link to Part 1. These delegations allow the Commissioner’s subordinates to act on his/her behalf on certain tax and administrative matters. Many of these allow Division and Function Heads of Office to redelegate their authorities to their employees. These division/function delegations of authority are sometimes referred to as “Head of Office” delegation orders.
  2. IRM 1.2.2, Delegations of Authority now serves as an introduction to IRMs 1.2.40 through 1.2.54 which contain the delegation orders broken down by business process. It contains a cross walk between the old and new numbers as well as the IRM to which they each belong. It is published once or twice a year.
